Sadly, formatting will not help. All commercially available external storage devices, including pendrives and memory cards use a slightly different calculation for computer memory. You see, they use 1000 kilobytes = 1 megabyte, whereas, in reality 1024 kilobytes = 1 megabyte. These differences add up and result in a storage device with a slightly lower than actual storage capacity. You'll find the same written on the hard disk box somewhere. Essentially, the small print.

Yes, it supports windows 10. but i have the same HD earlier which was supports win10 as well as get connects to my LED TV. which is not the case now.

It can work with all operating systems, including Ubuntu. If it doesn't detect, try formatting. It should help.
