It is not mandatory, but mixing of soil will help the plant. And you can use the fertilizer more.

There is no expiry or validity of the soil however the old soil should be spread and left over in the sun for 2-4 days and then compost should be added afterwards in the same soil and its new again.

No....its not for that purpose...and also note even this is of not good quality....i have purchased two packs and done no positive to plants and even gardeners said quality is not good...be cautious

Don't use it for bougainvillea, it would be a waste. Bougainvillea grow best in soil that you can scrap from your lawn or garden.

I dont know about the type of fertilizer but yes it has some fertilizer which is good for the plant. My plants are growing well.
