A big favourite of mine when I was small, and likewise with my younger brother. We always used to look for the character 'Lowly Worm' in the pictures (he's in a lot, but he's small, and hard to find), and the one odd thing in the crashed orange lorry picture, and, best of all, the miniscule 'Spy' who appears all through the book. See if you can find him. I bought this for my two year old nephew, the original hardback being a tad fragile now, and he loves it, mainly because there are a lot of cars (usually upside-down) in it, and all the myriad characters and other interesting things to look at, which is why Richard Scarry is so loved. I read the book through before giving it to the little lad, and it's joyfully anarchic tone still made me laugh. Get a copy. Now.
Bought for my 6 year old daughter after she'd borrowed one of the stories within it from the library and loved it. You'd have to be humourless not to enjoy it as an adult too. Great for the 4-7 year group as stories to read to them (as there are so many small accompanying illustrations) and for them to read to you.
